Non-strategic Real World ID

This is my current broad outline of what an instructional designer does when they have no hope of presenting themselves as a business partner:
  1. Identify a knowledge/skills gap
  2. Assist a SME to define the performance objectives necessary to fill the gap
  3. Develop a knowledge check that tests the learner's performance of the objectives in the appropriate context
  4. Establish learner's base-line knowledge and motivation
  5. Plan/develop learner experiences that assist the learner to achieve the performace objectives

There are many methods (of varying effectiveness) to achieve these goals.
